2016: NLRB Counts Grad Students as Employees In August 2016, President Barack Obama's NLRB voted that Columbia University undergraduate and graduate teaching assistants count as employees and are covered by the National Labor Relations Act. Following the change, NYU refused to negotiate a new agreement with graduate students.
