If you claim AP credit at your current institution, and it shows up on your transcript, those credits will count toward the twenty-four-hour minimum requirement but not your GPA. Non-Texas college transcripts are evaluated by hand and accreditation granted on a case-by-case basis. What about Honors Programs?
