Initiative Director for Unlocking Potential Ruth Delaney said college in prison (CIP) programs at women's prisons are moving away from jobs that don't pay much more than GED-degree level jobs and into more equitable, highly needed, and high-paying careers. However, 17 states are currently developing equity, and 11 are inadequate.
